Unfortunately, graduate students can't apply directly for grants.
Fortunately, there are many great fellowships out there to support graduate study.
The ones on this list represent some of the best opportunities, local and national -- and many have actually been held by members of our department! In addition, a few small local grants are available to fund specific student projects. See also these tips for writing a Fulbright application.
Note that your 4 years of guaranteed funding from the department is postponed (not lost) when you are awarded external funds - so you have nothing to lose by applying. In fact, since many of these are twice or more the amount the department offers, you have quite a lot to gain!
Fellowships are first listed by the period of your grad school career in which you can apply for them (those which are available during more than one stage are listed multiple times; the ones which apply to one stage only are marked with a star). Then they are listed by deadline, and finally the full descriptions below are grouped by scale of competition (local, national, etc.)

Amount: $30,000/yr plus in-state tuition, research funds ($1000/yr) & travel funds ($1000/yr)

This fellowship is offered at UVA (and a dozen other national sites) for 3rd year students and beyond (need to have nearly completed coursework) in fields related to education (psychology, economics, sociology, etc.).

Awarded per year: 20 (half must be VA residents)
Duration: 1 year
Amount: $5,000

This fellowship is for masters students or outstanding early students, in any area. The department can only nominate two students each year, so applications need to be made to the psychology dept. first.
Faculty Senate

Amount: $25,000 (but this includes tuition, fees, health insurance, and stipend)

Cattell

This award is granted to for the best completed dissertation. The psychology department can only nominate one student each year, so applications need to be made to the dept. first.
Awarded per year: Up to 3 (plus up to 5 receive travel stipends only)(UVA can nominate only 1)

Amount: $20,000 plus tuition & travel stipend (to attend APA)
Dept winners:
This fellowship is for 3rd year students and beyond (need to have completed qualifying exams) in any area of developmental study (psychiatry, etc.). UVa can only nominate one student each year, so applications need to be made to Cedric.
